Parkhimchik was accused of scattering 510 self-tapping screws on the roadway near the administrative building of the border committee at 20 Yakubovskogo Street in Minsk in several stages out of hooligan motives in the period from 12 to 16 November. However, he did not bring the crime to an end, since the officers of the border committee collected the scattered self-tapping screws from the roadway before vehicles passed through it, thereby preventing damage to the property of citizens and organizations.
